

For over 30 years, the State Partnership Program (SPP) has been successfully building international relations, now encompassing 92 partnerships with 106 nations worldwide. This cost-effective initiative, administered by the National Guard Bureau, aligns with State Department foreign policy goals and is executed by state adjutants general to support combatant commander and U.S. Chief of Mission security cooperation objectives, as well as Department of Defense policy goals.
Through SPP, the National Guard conducts military-to-military engagements that support defense security goals while leveraging whole-of-society relationships and capabilities to facilitate broader interagency and corollary engagements spanning military, government, economic, and social spheres.
The Maryland National Guard’s State Partnership Program maintains partnerships with two European countries—Estonia and Bosnia and Herzegovina. Maryland plays a key role in this international initiative, fostering democracy, encouraging market economies, and promoting regional cooperation and stability. Maryland’s partnership with Bosnia and Herzegovina (BiH), established in 2003, continues to flourish and expand, emphasizing civil and military cooperation with civilian control of a professional military.

The Maryland National Guard’s State Partnership Program (SPP) maintains partnerships with two European countries—Estonia and Bosnia and Herzegovina (BiH). The SPP was launched in Europe as part of the United States’ initial outreach toward new democracies in Central and Eastern Europe and the former Soviet Union. This program connects U.S. states and territories with partner nations through a range of military and civil-military activities under the auspices of the Maryland Military Department.
SPP Program Liaison Officers are crucial in coordinating the Maryland-Bosnia and Herzegovina partnership’s military-to-civil component. This effort involves collaboration between the Maryland Military Department, the Maryland National Guard SPP Office, and the Ministry of Defence of Bosnia and Herzegovina, including the BiH Defense, Military, Navy, and Air Attaché to the USA, as well as the BiH Liaison Officer to the State of Maryland and MDARNG.
On the civil-to-civil side, the Maryland-Bosnia and Herzegovina partnership is coordinated and supported by the State of Maryland’s Secretary of State, the International Division, the Office for International Affairs, and the Embassy of Bosnia and Herzegovina to the USA, including the Ambassador’s Office. This comprehensive collaboration and its activities, co-managed and supported by the Maryland-Bosnia and Herzegovina Exchange Council platform, ensure a robust, multifaceted partnership, strengthening ties between Maryland and its BiH partners.
